why are weather forecasts for the same place so different?

Melbourne: According to the Bureau of Meteorology, Tuesday Jan 12 will be 40 degrees with a cool change.

The BBC reports "heavy rain" with a max of 35 degrees.

The Weather channel says max of 34 degrees, only cloudy.

Google's desktop gadget has a max of 33 degrees, cloudy.

So, each of these four services has its own source of weather forecasts? Or is it a refresh problem (it's not; yesterday the non-BoM sites were wildly wrong the whole day when it came to the forecast). At the least they all agree on the real temperature.
